This winter before the US Corp of Engineers began to release water over the dams  in our northeast Georgia lakes, this was a normal scene: high water! This boat ramp and parking lot is one of the many near Toccoa. The ramp in this photo is totally under water. The walkway in the background also leads to a dock that is underwater.
